How to Form This Sound
The /ɜ/ is an open-mid central vowel where your mouth stays in a neutral, relaxed position:
1. Open your jaw halfway - not nearly closed like for "ee," and not wide open like for "ah."
2. Keep your tongue flat and relaxed in the middle of your mouth, neither forward nor back.
3. Relax your lips - don't spread them or round them. Think of a completely neutral, at-rest face.
The key is relaxation. This vowel lives right in the center of your mouth with minimal muscle tension. It's the sound you might make when hesitating or thinking: "uhh..."
Important: American English Uses R-Coloring
In American English, this vowel almost always combines with /r/ to create the r-colored vowel /ɝ/ (as in "bird," "nurse," "heard"). Pure /ɜ/ without r-coloring is mainly found in British English and other non-rhotic accents.
When you see /ɜ/ in American English transcriptions, you'll typically pronounce it as /ɝ/ - adding r-coloring by curling your tongue tip slightly up and back (or bunching the tongue body) while making the vowel. The vowel and the "r" quality blend into one continuous sound rather than being separate.
Tip
To find the base /ɜ/ position, say "uhh" as if you're thinking - that relaxed, neutral vowel is your starting point. For American English, add r-coloring by gently curling your tongue tip upward without touching the roof of your mouth. The sound should feel like the vowel is being colored by the "r" throughout, not like a vowel followed by a separate "r."
